I’m so disappointed that I wasn’t able to find the reference to this story again.
Bush, Roh Have Testy Exchange at Summit

Our Comedian-In-Chief was in South Korea the other day, chatting with our allies there. At some point, G.W. announces to his host that “when” they perform some task previously mandated by US policy the North Koreans disarm their nukes, that only then will America consider the Korean war to be officially over.

Roh (or whichever high-ranking official was forced to schmooze with the Decider) asked, through his translator, to repeat the question, which Bush did — verbatim, three or four times before the matter was diplomatically deflected.

Apparently, our POTUS was unfamiliar with this State Department overview of South Korea which mentions a couple of times that the Koreas are technically still at war.

What Roh didn’t say, but probably wanted to, was that it’s not the place of the US of A to dictate the terms of contact between other sovereign nations. But, of course, the “CEO President” who drove every venture he ever headed up straight into the ground couldn’t be bothered to pay attention to the little details.
